CANNABIS IN DEBATE: FROM SOCIAL RECOGNITION TO THE REGULATORY CHALLENGE

Basque Parliament member Ayem Oskoz (EH – Bildu) and Madrid Assembly member Jorge Moruno (Más Madrid) will participate in a conversation on the situation of cannabis in the country, moderated by Bernardo Soriano (Co-CEO S&F Abogados).

The regulation of cannabis in the Spanish State continues to face significant challenges. This talk will address the main recent political processes surrounding this issue. On the one hand, it will critically analyze the role of the Drug Study Commission in the Assembly of Madrid, promoted by a political majority opposed to regulation, which has instrumentalized this institutional space as a vehicle to reinforce stigmatizing narratives about cannabis and its users. On the other hand, it will address the implementation of medical cannabis regulation by the Ministry of Health, a process already completed but with a very limited regulatory scope.

It will also examine the persistent blockade in the development of the pending regulation of Article 83 of the Basque Country’s Addiction Law, which recognizes cannabis user associations, as well as the possible paths forward in this area.

An open dialogue on the margins, institutional barriers, and opportunities for progress within the State’s regulatory framework.
